Since January 2022, the Partnership, with support from the United Kingdom, has been providing policy advisory support to Jamaica’s Ministry of Science, Energy & Technology (MSET) to strengthen the development of the national agenda on energy. This is being carried out through an embedded Senior Advisor. Specifically, this advisor is supporting MSET’s goals to further expand the use and deployment of Renewable Energy Technologies (RETs), Energy Efficiency (EE), and Energy Conservation (EC).
To support Jamaica in unlocking its potential in these three areas, the advisor is: 1) carrying out analysis and assessments of the country’s energy policies and regulations, as well as developing constructive suggestions for in improvements; 2) working to demonstrate the benefits of RETs, EE, and EC that can be realized through governance reforms for consistently scaling up projects; 3) developing funding instruments and financial models to efficiently materialize cross-cutting social and economic RETs, EE and EC solutions; and 4) raising awareness among key decisionmakers about RETs, EE, and EC.
The project is still ongoing as of this writing, but thus far a situational analysis has been performed on the energy landscape in Jamaica concerning strategic areas to tackle in the medium and long term in alignment with Jamaica’s Nationally Determined Contributions (NDCs) and long-term strategic development plan (Vision 2030). A policy gap assessment has been conducted on the Electricity Act capturing the policy, regulatory, and planning elements to inform MSET positions. Several more policy studies are expected, focusing on a range of issues, including a review of Jamaica’s Integrated Resource Plan to identify opportunities to enable an accelerated uptake of RETs and the formulation of an Electric Vehicle Roadmap and Implementation Plan.
